Status-quo and trends of dual carbon work by Chinese cities
2022年伊始，俄烏局勢帶來的能源緊缺以及能源安全問題，加之受國內(nèi)新冠疫情反復對經(jīng)濟的影響，我們發(fā)現(xiàn)短期內(nèi)有煤炭抬頭，火電加速建設的趨勢。為了更好地了解城市的最新動向，我們收集了地方城市在近期發(fā)布的雙碳政策文件和行動，總結(jié)起來，城市雙碳工作有幾大趨勢：
According to our findings, since the start of 2022, energy shortage and energy security arising from Russia-Ukraine conflict—coupled with the economic impact of COVID-19 resurgences domestically—are sparking a trend towards rising use of coal and accelerated deployment of thermal power in the short term. To better understand the latest dynamics of cities towards dual carbon goals, we have collected the policy documents released and actions taken by local cities recently and summarized them into several trends in dual carbon work by cities.
（1）國家雙碳目標的提出，對城市工作產(chǎn)生了非常深遠的影響。近兩年，城市雙碳工作集中在頂層設計、路徑研究角度。參照國家“1+N”政策體系，地方省市都在陸續(xù)出臺相應的政策文件，設定面向30年前達峰的行業(yè)目標。
(1) The proposition of the national dual carbon goals has exerted far-reaching impact on the work by cities in this regard. Over the recent two years, the dual carbon work by cities is concentrated in the perspectives of top-level design and pathway study. Referencing the national “1 + N” policy system, local provinces and cities have successively issued corresponding policy documents setting the industry targets towards carbon peaking by 2030.
（2）城市落實雙碳工作的措施越來越實、越來越切合自身的發(fā)展特點。除了積極推進能源轉(zhuǎn)型、產(chǎn)業(yè)轉(zhuǎn)型，嚴格限制兩高項目外，我們也看到城市開展雙碳工作的思路和角度越來越多元化。例如，江蘇、浙江、青島等發(fā)布了財政支撐雙碳工作的政策。
(2) Measures taken by cities to implement dual carbon work are increasingly solid and align better and better with their own development features. As we have also observed, local cities are diversifying their approaches and perspectives when it comes to dual carbon work, in addition to their strong push towards energy transition and industrial transformation as well as stringent restrictions on high-emission and high-energy-consuming projects. For example, Jiangsu Province, Zhejiang Province, and Qingdao City have unveiled policies on financial support for dual carbon work.
