2010年5月，中國國務院辦公廳轉發(fā)了環(huán)境保護部等部門《關于推進大氣污染聯防聯控工作改善區(qū)域空氣質量的指導意見》，其中包括三個著力點：1）多污染物的協同控制，《意見》明確提出要開展二氧化硫、氮氧化物、顆粒物、揮發(fā)性有機物與溫室氣體的協同控制；2） 能源的清潔利用，如控制燃煤污染、推廣清潔能源、發(fā)展集中供熱等；3）污染源控制，針對重點行業(yè)和企業(yè)，建立健全污染監(jiān)管體系、科技支撐、政策措施、協調機制、責任機制、考核機制等。目前，環(huán)保部正在制定《意見》配套政策，研究出臺《意見》各項措施的實施細則，將意見各項要求落實到具體工作中。
In May 2010, the General Office of the State Council in China transponded the Guiding Opinions on Joint Prevention and Control of Air Pollution and Improvement of Regional Air Quality formulated by various departments, one of which is the Ministry of Environmental Protection. It includes three main points: 1) The joint control of various pollutants. It is explicitly pointed out in the Guiding Opinion to control pollutants including sulfur dioxide, nitric oxide, harmful particles in the atmosphere, volatile organic compounds and greenhouse gases. 2) Clean utilization of energies, such as the control of coal burning pollution, the promotion of clean energy and the development of central heating. 3) The control of pollution sources. This is targeted at main industries and enterprises, which includes methods like the establishing and perfecting of an administrative system of pollution, a mechanism of scientific and technological support, policies and measures, a coordination system, and responsibility and assessment mechanisms. Currently the Ministry of Environmental Protection is drafting supporting policies for the Guiding Opinions on Joint Prevention and Control of Air Pollution and Improvement of Regional Air Quality and is preparing for the promulgation of the implementation of regulations of each measure in the Guiding Opinion to apply the specific requirements of the Guiding Opinion in practice.
目前，中國在區(qū)域聯防聯控領域已進行了初步的實踐。北京奧運會期間，經中國國務院批準，環(huán)境保護部與北京、天津、河北、山西、內蒙古、山東6省區(qū)市政府共同成立了奧運會空氣質量保障工作協調小組，并在科學研究的基礎上，聯合制定并組織實施了《第29屆奧運會殘奧會北京空氣質量保障措施》。6省區(qū)市政府將保障措施提出的各項任務分解落實到轄區(qū)地市和排污企業(yè)，采取區(qū)域聯動，在燃煤污染治理、產業(yè)結構調整、工業(yè)污染治理、揚塵污染控制及機動車污染防治等方面加大治污力度，使奧運期間北京市的空氣質量達到世界衛(wèi)生組織相關指導值的要求，并創(chuàng)造了近10年來歷史最好水平。
Recently, China has performed elementary practical work in the area of regional joint protection and control. During the Beijing Olympics, with the approval of the State Council, the Ministry of Environmental Protection established the Coordination Group of Air Quality Assurance for the Olympics with the governments of six provinces, autonomous regions and cities including Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia and Shandong. Based on scientific research, they drafted and implemented the Measures for Beijing’s Air Quality Assurance in the 29th Olympics and Paralympics. The governments of the six provinces, autonomous regions and cities ensured the Beijing air quality met the WHO’s standards which created the highest level of air quality in the last ten years. This was done by disassembling each specification of the assurance measures in each district and city, then given to enterprises in charge of drainage discharge by enhancing their work in the regulation of coal burning pollution, industrial restructuring, regulation of industry pollution, control of fugitive dust pollution as well as the Prevention and Control of auto vehicle pollution.
