In the practical work, the departments of governments at all levels, especially those at the prefecture level and below, have an insufficient understanding and even misunderstanding of relevant policy essentials and working methods. This is because the tasks in terms of maintaining high-quality development, achieving “dual carbon goals” and coping with climate change—breaking away from traditional approaches—require strong expertise and involve numerous functional departments. These government departments still need to further explore how to better combine such tasks with their own specific work. Likewise, industries and enterprises also need multiple stakeholders to support them in balancing “green”, “low carbon” and “development”, finding new driving forces and opportunities for their upgrade and development, and in better responding to challenges. Social organizations—who lack a deep understanding of promoting green development and responding to climate change—need more targeted learning to supervise, support and advance relevant work in an even better fashion. During the 14th Five-Year Plan period, if the project team can carry out targeted and systematic multiple party-oriented local exchanges, discussions and communications for addressing climate change and promoting green development to call for the whole society to actively take part in the green and low-carbon initiative of building a beautiful China, it will make positive contributions to achieving the “dual carbon goals”, promoting sustainable development and strengthening the modern environmental governance system.

To this end, the Center for Environmental Education and Communications (CEEC) of the Ministry of Ecology and Environment, in collaboration with the Energy Foundation China (EF China), has jointly initiated “Beautiful China, I am the Actor” Multiple Party-oriented Local Exchanges, Discussions and Communications for Addressing Climate Change and Promoting Green Development, with an aim to select eight major cities nationwide that are representative in terms of low-carbon transformation to carry out the campaign. The dialogue sessions have developed agenda for discussions by focusing on the theme of “multi-party synergy of climate, environment, ‘dual carbon goals’ and economic growth promoting high-quality development” based on the requirements of 2022 “Beautiful China, I am the Actor” action plan and the actual demands of various cities. Experts and relevant participants at the sessions have been invited to conduct in-depth exchanges and discussions on the challenges and opportunities the selected regions and key industries are facing in promoting green development and responding to climate change, as well as relevant policies, solutions, and successful cases, etc.
