China International Import Expo (CIIE), to be held in Shanghai on Nov. 5, was firstly proposed by Chinese President Xi Jinping last May. It is a major move through which China actively opens its market to the world, and also an important decision on celebrating the 40^th anniversary of reform and opening up and deepening the opening-up. Against the large-scale China-US trade friction rarely seen over years, the CIIE is coming at a good time, and its urgency and importance is especially highlighted. The successful opening of CIIE will be not only beneficial for increasing import volume and promoting the balanced development of foreign trade, but also good for improving the supply structure, accelerating the globalization of Chinese economy and even advancing the implementation of the “Belt and Road” Initiative.

How much influence might CIIE have on China’s economy? Let’s take the Canton Fair (also known as China Import and Export Fair) which was established in 1957 with a focus on export for a reference. According to the introduction on its official website, currently, the exhibition area of each session totals 1.185 million square meters and the number of exhibitors from home and abroad stands at nearly 25,000. In each session, about 200,000 foreign purchasers from over 210 countries and regions attend the fair. The spring and autumn fairs in 2017 boosted an export turnover of as much as USD 60.18 billion. As of the 123^rd session closed on May 5, 2018, Canton Fair’s accumulative export turnover reached about USD 1,323.7 billion with around 8.42 million attendees from foreign countries.

Such a high-specification import expo greatly attracts purchasers nationwide. According to the statistics of Jiangsu Trade Delegation, 278 enterprises have the intention of making purchases worth over CNY 1 billion and 1,416 intend to purchase CNY 100 million to CNY 1 billion worth of goods and services. We roughly and conservatively estimated that for Jiangsu’s enterprises attending the expo alone, purchases in the next 5 years can reach about CNY 1 trillion, with CNY 200 billion per year.

In addition, the ambitious purchase intention of Jiangsu’s enterprises estimated by Jiangsu Trade Delegation is not groundless. Per rich foreign trade data, Jiangsu, as China’s second largest provincial economy, achieved the foreign trade turnover worth over CNY 4 trillion in 2017, of which CNY 2.46 trillion is export turnover and CNY 1.5 trillion is import turnover. Therefore, encouraged and supported by national policies, Jiangsu’s enterprises are totally able to annually import additional goods worth CNY 200 billion in the future by taking CIIE as the opportunity and platform.
 
進(jìn)口博覽會(huì)推動(dòng)進(jìn)口、穩(wěn)定中國(guó)整體經(jīng)濟(jì)發(fā)展的潛力和威力，從江蘇交易團(tuán)統(tǒng)計(jì)的數(shù)據(jù)可見(jiàn)一斑。例如江蘇企業(yè)意向采購(gòu)2000億元，如果在進(jìn)口博覽會(huì)期間完成50%的話將促成1000元的進(jìn)口成交額，再保守估計(jì)完成30%的話也有600億。而江蘇經(jīng)濟(jì)總量約占全國(guó)的約10%，若全國(guó)企業(yè)采購(gòu)意向和江蘇雷同，而且只完成30%采購(gòu)意向的話，進(jìn)口博覽會(huì)期間或?qū)⒋俪?000億元進(jìn)口。
Statistical data from Jiangsu Trade Delegation is a testament to CIIE’s potential and role as a driving force on promoting imports and stabilizing China’s overall economic development. For instance, as mentioned above, Jiangsu’s enterprises have the purchase intention worth CNY 200 billion. If they complete 50% of what they intend to do during the first CIIE, an import turnover of CNY 100 billion, or at least CNY 60 billion at a more conservative estimate of 30%, will come true. Given that Jiangsu contributes to about 10% of China’s GDP, if enterprises nationwide have the similar purchase intention with its enterprises and implement only 30% of their purchase intention, a CNY 600-billion import turnover is likely to be generated during CIIE.
