北斗地基增強系統(tǒng)是“空間數(shù)據(jù)基礎(chǔ)設(shè)施”最為重要的組成部分。北斗地基增強系統(tǒng)通過建設(shè)若干永久性連續(xù)運行的北斗基準站（CORS），提供發(fā)布專有格式的基準站站點坐標(biāo)和北斗差分數(shù)據(jù)。
BeiDou Ground Based Augmentation System (GBAS) is the most important constituent part of the “Spatial Data Infrastructure”, and it provides and releases reference station coordinates and BeiDou differential data in dedicated format by building some BeiDou CORSs (continuously operating reference stations).

秦皇島北斗基準站CORS示范應(yīng)用是由在昌黎、山海關(guān)和青龍滿族自治縣設(shè)立的三個增強站、數(shù)谷翔園控制中心和數(shù)據(jù)中心三部分組成。通過授權(quán)接入的方式能夠為秦皇島及周邊區(qū)域提供氣象預(yù)測、地質(zhì)形變、車道級監(jiān)控、國土測繪、城市規(guī)劃、精耕農(nóng)業(yè)、海洋鉆井和防災(zāi)減災(zāi)等相關(guān)服務(wù)。同時，還能依托該系統(tǒng)建立起城市空間基礎(chǔ)設(shè)施的三維、動態(tài)、地心坐標(biāo)參考框架，從而實時的從空間位置信息面上實現(xiàn)城市真正的數(shù)字化。CORS的建成能使更為廣泛的群體使用北斗高精度服務(wù)，它必將在城市經(jīng)濟建設(shè)中發(fā)揮重要作用，為秦皇島市乃至河北省帶來不可估量的社會效益和經(jīng)濟效益。
Qinhuangdao BeiDou CORS demonstration application consists of three parts: three Augmentation Stations, Shugu Xiangyuan Control Center and Data Center established in Changli, Shanhai Pass and Qinglong Manchu Autonomous County. It can provide relevant services including weather forecast, geological deformation, lane-level monitoring, land surveying and mapping, urban planning, precision agriculture, offshore drilling, and disaster prevention and mitigation for Qinhuangdao and the surrounding areas by the means of authorized access. Meanwhile, 3D, dynamic and geocentric coordinate reference frameworks for urban spatial infrastructure can also be established based on the system, thereby realizing genuine urban digitization in real time from the perspective of spatial location information. As the establishment of CORS enables a wider range of groups to use high-precision services of BeiDou, the CORS will certainly play an important role in the urban economic development and bring immeasurable social and economic benefits for Qinhuangdao and even Hebei Province.

固定危險源主要指危險物資的儲存和危險性生產(chǎn)裝置等，包括加油加氣站、天然氣和煤氣管道、化工廠、危化品倉庫、發(fā)電站、水庫等。為了防范重大事故發(fā)生及進行應(yīng)急處置，在線監(jiān)測預(yù)警系統(tǒng)可對固定危險源的電氣設(shè)備、電子設(shè)備、監(jiān)控設(shè)備等數(shù)據(jù)進行遠距離、長時間的信息傳輸和集中采集。同時可以將現(xiàn)場的氣體濃度、溫度、液位、壓力、流量、自動化控制設(shè)備、儀表、視頻攝像機的實時數(shù)據(jù)通過北斗衛(wèi)星進行加密傳輸和通信。一旦出現(xiàn)安全隱患或者突發(fā)情況，在數(shù)谷云平臺后端啟動應(yīng)急預(yù)案，利用北斗衛(wèi)星遠程進行關(guān)閉門閥和采取緊急措施，并進行指揮調(diào)度和救援，同時系統(tǒng)能夠預(yù)留擴展接口和二次開發(fā)工具與110、119、120進行并網(wǎng)聯(lián)動。
